United Nations are as guilty as we are,” insisted Jean-Robert Argant.In the opinion of Rony Desroches of the Civil Society Initiative (CSI), BINUH's mission was not suitable because there was a misdiagnosis.“We need a mission with available means in terms of peacekeeping.There needs to be a serious assessment of the Haitian situation as well as an assessment of BINUH's actions,” recommended Professor Desroches.He also pleaded for greater cooperation with countries friends of Haiti with the "healthy" part of civil society to define objectives in order to achieve concrete results.However, Rony Desroches recognized that the share of responsibility of the Haitians is much greater compared to this mission which has already been renewed many times.One of BINUH's missions accompanied by the resolution adopted on June 25, 2019 was based on the reduction of violence in neighborhoods.Currently neighborhoods in Port-au-Prince are plagued by armed violence.According to Mr. Desroches, this violence in neighborhoods comes from the political sphere with political actors who arm young citizens in order to protect their interests.The reaction of the executive director of the RNDDH, Pierre Espérance, did not differ from other actors in civil society.The human rights defender goes further by sharply criticizing the UN mission.“BINUH failed 1% of the mission entrusted to it.The mission endorsed all the abuses including the coalition of the armed group G9 an fanmi.BINUH supports the trivialization of life in Haiti,” said Mr. Espérance for whom it is clear that BINUH's mandate will be renewed despite the postponement of the vote.“This is not the first time the vote has been delayed.The mandate will be renewed in spite of us.UN cooperation must go through UN agencies in Haiti.We don't need a mission that costs so much,” suggested Pierre Espérance, who thinks that the renewal of BINUH with the same leadership will be considered a slap in the face for the Haitian people.The human rights defender spoke of catastrophic and failed leadership.For its part, the Center for Analysis and Research in Human Rights (CARDH), which opposed the renewal of BINUH's mandate, said it observed the two trends playing out in the corridor of the Security Council.The first is for Haiti to be returned to Chapter 7 of the Charter, which would result in a peacekeeping mission (military/police).The second tendency (United States and allies) wants Haiti to remain under Chapter 6 of the Charter.We could then have a bilateral police force that would supervise the police in their efforts and create the minimum security conditions that would favor the elections, from which legitimate and legal authorities would emerge.According to CARDH, BINUH will renew itself without major changes.Indeed, the CARDH believes that the United Nations missions as defined and established in Haiti are not necessarily the solution, otherwise Haiti would not be in this chaotic situation nearly thirty years later.Following the general objectives of the resolution establishing the United Nations Integrated Office in 2019, Article 1 deals with elections, strengthening the capacity of the justice sector and the National Police of Haiti (PNH), the improvement of the management of the penitentiary administration of the reduction of violence in the districts.The United Nations
